They are because of a mural on the walls of the Silver Spring Metro Station called "Penguin Rush Hour" that shows a bunch of penguins getting on the train and bus and commuting to their jobs or something.
Anyway, people liked it so much that penguins are like the unofficial symbolic animal for Silver Spring. And I think the mural is now being refurbished so it can stay there forever.
